Returns the platform-to-tools mapping.
When enrich=at_id is passed, each tool is returned as an object
with mcp_tool, at_id, and at_name (under the platform_actions
key) so callers can drive integration creation without a second
lookup. Without enrich, returns plain tool name strings under
platform_tools (legacy shape).
