List template categories

Returns category tabs for the requested template catalog. Use version=3.0 for the
industry gallery (four tabs). Omit version or use 2.0 for the legacy category list.

Default 2.0 returns the legacy template library. 2.5 returns skills persona
templates when enabled for the tenant.
