Transcribe audio from URL

https://astra-gateway.wati.io/v1/voice/asr/transcribe

Downloads audio from the given URL and returns transcription (and optional summary when enabled).
Only https/http URLs are allowed. When Statsig is enabled, tenant is required via header or body.
