Initiate outbound call (test)

Start an outbound call to a WhatsApp user (test mode, uses Draft agent config). Send waid and agentId for the normal agent-based path. The voice service resolves the WATI tenant and business number from the authenticated Astra tenant and agent config.

Legacy direct-routing channel phone number. Optional when agentId is provided.

Voice agent ID. When provided, voice service resolves the WATI tenant and business number from this agent's config.
